4. “Republic of China Armed Forces Combat Readiness Mission Training” background information:

(1) Preface:
In order to rapidly elevate the overall defense and combat capability of the Armed Forces, the “Combat Readiness Mission Training” allows all officers and soldiers to concretely understand combat missions, be familiar with the battlefield environment, implement combat plan drills and battlefield management, and from that excavate execution obstacles, draft particular promotion methods, and establish operation criterion for the troops to effectively reinforce the overall combat capability.

(2) Training plan:
1. Implementation conception:
The “Combat Readiness Mission Training” of the Armed Forces focuses on “Defense Combat” with 1 year as a cycle and 1 season as a unit, and is planned to be conducted respectively in the 1st, 2nd, and 3rd season instructed by service policy with an integrated planning of combat zones. The 2nd season will be consisted of a “Han Kuang 35 Exercise” drill predominantly implemented by the Ministry of National Defense in a “Actual Soldier, Actual Equipment, Actual Location, Actual Implementation” method and an execution of joint combat training of the Armed Forces in order to reinforce the execution capability of combat readiness mission for each troop.
2. Implementation method:
(1) In accordance with the requirement of “troop training according to the battle” and the overall defense combat conception of “Combat Capability Protection, Coastal Victory, Beach Strand Enemy Annihilation” as the axle, the combat zone is integrated with the Armed Forces troops (including military police, information tram, Marine Corps, and the reserve command of the region, county, and city) within the area as well as the regional joint defense mechanism (police, fire department, coast guard, and the National Airborne Service Corps)and the enlisting of civil and material resources under a joint combat method to implement defense combat drills together.
(2) The Naval Fleet Command (fleet, branch) and the Air Force Combatant Command (wing, combat team) are coordinated with the drills of the combat zone (defense command) on dispatching supporting troops, and plan for the Armed Forces joint combat drills implemented by the self-trained air and navy forces according to the training level of each season. In addition, the navy and air force base troops and the Gaoshan platform will combine with the training schedule of the combat zone and regional joint defense mechanism to implement base defense combat drills.
3. Specific methods:
Each troop will implement 4 training phases of “On-site Reconnaissance”, “Schematic Military Simulation”, “On-site Strategy”, and “Actual Troop Drill” for each season based on the drill focuses from the 1st season of “Combat Capability Protection”, 2nd season of “Han Kuang Exercise”, 3rd season of “Joint Anti-landing Combat”, and 4th season of “Joint Anti-airborne (airland) Combat” as the principle to progressively implement the promotion of combat readiness mission training.
(1) 1st week “On-site Reconnaissance”: review the combat capability defense location of the combat zone, reconnoiter applicable civil resources, incorporate the application of military result, and implement on-site inspection according to the landing beaches, airstrips (airports), and civil material interdiction facilities. 
(2) 2nd week “Schematic Military Simulation”:review the hidden, masking, camouflage, and deception combat capability protection of each troop based on the reconnaissance result, and combine the defense combat schedule and possible actions from the enemy to proceed with the schematic combat plan for various operation proposals.
(3) 3rd week “On-site Strategy”:the cadres of each level will perform on-site research and review on combat capability protection including scattered deployment, rapid maneuver, and change of position, and combine the military and topography of the combat zone to analyze possible actions of the enemy and evaluate the troop deployment and firepower application of the Armed Forces.
(4) 4th week “Actual Troop Drill”: a continuous actual troop drill of 5 days and 4 nights based on a joint combat method of “Actual Soldier, Actual Equipment” and is planned according to the training courses of each season will be conducted at the defense combat responsible areas of the sea area, airspace, as well as the main island and offshore islands of Taiwan.

(3) Conclusion:
By upholding the attitude and essence of “seek for precision and practice, and be arduous and strict”, the Armed Forces will reinforce the joint command and management capability of commanders and staff officers of each level, master the asymmetrical strategy, and elevate the overall training effectiveness of the troop through the seasonal “Combat Readiness Mission Training” each year from the existing foundation of military combat energy in order to exert the critical combat capability of “gain significantly with small effort, and fight big with small”, as well as continue to conduct trainings together and actively perform various force readiness so that an elite force that triumphs with “quality over quantity” can be constructed to achieve the defense combat goal of “surpassing and defeating the enemy”.

 

 

5. “2019 National Defense Intellectual Trip – Camp Opening” background information:

(1) Schedule planning:

Expand handling by selecting large camp sites of Armed Forces and combining important national festivals, folk festivals, war resistance commemoration, troop celebration, or major local government events.

A total of 4 sessions (1 for the Army, 1 for the Navy, and 2 for the Air Force) will be conducted this year considering regional balance; the planning is as follows:

1. Army session:

Planned to be hosted at the Taichung Xinshe (base) Longxiang Camp (Aviation 602 Brigade) on 30th March (Sat) to coordinate with the anniversary of Black Hawk.

2. Navy session:

Planned to be hosted at the Keelung Weihai Camp (131 fleet) on 28th September (Sat) to coordinate with the anniversary of PFG-1112 and PFG-1115.

3. Air Force session:

(1) Hosted at the Air Force Hualien base (5thWing) on 10th August (Sat) to coordinate with the victory anniversary of the 814 Aerial War.

(2) Hosted at the Air Force Tainan base (1st Wing) on 19th October (Sat) to coordinate with Glorious October and the Retrocession Day.
